Abstract
Local governments create community redevelopment agencies (CRAs) to enhance economic and redevelopment opportunities within their communities through public-private partnerships funded with tax increment financing (TIF). The use of increment revenue, the complexity of public-private partnerships, and the controversies surrounding CRAs can lead to community concerns and opposition. Collaboratively engaging the public in the development, implementation, and performance of CRA public-private partnerships is one way to improve program and project outcomes by enhancing engagement, equity, and accountability. This study asks does the level of resources (dedicated professional staff, consequential incentives, and TIF contribution) and formal public-private partnership programs of CRAs influence the level of collaborative public participation in Florida CRA public-private partnerships and does collaborative public participation impact project outcomes? To answer these questions, an explanatory sequential mixed methods research design with a dominant qualitative phase is used to examine CRAs in Florida through the integration of multivariable regression models and thematic analysis of multiple case studies. Findings may better inform future partnerships, identify collaborative public participation strategies, support more equitable and inclusive CRA project outcomes, and add to the body of literature on CRAs, direct citizen public participation, and qualitatively dominant mixed methods public administration and policy research.
