This is Old Dominion University's seventh annual State of the Region report. While it represents the work of many people connected in various ways to the university, the report does not constitute an official viewpoint of Old Dominion, or it's president, Roseann Runte.
The report maintains the goal of stimulating thought and discussion that ultimately will make Hampton Roads an even better place to live. We are proud of our region's many successes, but realize that it is possible to improve our performance. In order to do so, we must have accurate information about "where we are" and a sound understanding of the policy options open to us.

Research and Practical Issues of Enterprise Information Systems

The idea for this conference came from a meeting of the IFIP (International Federation for Information Processing) Technical Committee for Information Systems (TC8) in Guimares, Portugal in June 2005. Our goal is to build an IFIP forum among the different Information Systems Communities of TC8 dealing with the increasing important area of Enterprise Information Systems. In this particular meeting the committee members intensively discussed the innovative and unique characteristics of Enterprise Information Systems as scientific sub-discipline. Hence, in this meeting it was decided by the TC8 members that the IFIP TC8 First International Conference on Research and Practical Issues of Enterprise Information Systems (CONFENIS 2006) would be held in April 2006 in Vienna, Austria. Ethics and the Internal Auditor: 20 Years Later

During the decade since Ethics and the Internal Auditor, much has transpired, especially during the last four years. The widespread evidence of chicanery and fraud on the part of corporate officers and the instances of a lack of ethics and professional conduct on the part of external auditors bring the subject of ethics to immediate attention and interest. The conclusion of the second survey (1994) of the field of internal auditing was that there was, "...considerable change in the attitudes of internal auditors," and that, "Generally it appears that the change is pointed toward a more strict approach and a tendency on the part of more auditors to believe that more drastic actions should be taken." Memories in Two Nations: China and the U.S.A.

This year's Report was produced with the goal of making Hampton Roads an even better place to live. Those who know and love the region of Hampton Roads frequently boast of its numerous strengths and successes, but we do so with the understanding that it would be possible for us to improve the region's performance in certain areas. However, in order to improve our situation, we must have accurate knowledge about "where we are," and what the policy implications are of the various choices in front of us. This year's Report should be quite helpful in supplying such information. At the end of the day, we hope to have stimulated thought and discussion about things that matter.

The Report focuses on topics such as the regional economy (including the tourist and military sectors), the workforce, K-12 education, technology, and of course, government and regional cooperation.
